BIPHA AGM ~ New Rules etc
The following proposals were all passed at the BIPHA AGM held on 21st August 2010
They are all effective with immediate effect
BIPHA Constitution 5.8
Officers of the NEC shall be elected to a term of office not exceeding 5 years
and may hold office for as many terms as required to ensure the develpoment of
the association. Officers of the NEC, who wish to remain in position, will not
be required to re-stand for election at the end of each term, however the
position they hold will be advertised to the general membership every 5 years.
BIPHA Constitution 6.5
An AGM will have been properly constituted if there is a quorum of NEC Officers
present and a minimum of ten members in attendance, including the Officers of
the Association.
BIPHA Byelaws 4.1
Players may only play for one club/region at each age group.
Players must register for the club (primary club) they wish to play foe at their
own age group.
Players are considered club bound if that club offers higher age groups that the
player is eligble to play in.
Players are considered region bound if the region their club
(primary club) is registered to offers higher age groups that the player is
eligble to play in.
Players may only play for another club outside of their region if their primary
club is registered in a region which does nor provide a league for the higher
age groups the palyer is eligble to play in.
Example 1
Region X runs U16, U18,U21 and Senior
Club A has U16 and U18 teams
Club B has U21 team
Club C has Senior team
Player 1 who is an U16 can register as follows and pay the associated costs.
Region X ~ U16 ~ normal membership fee + regional membership fee
+ club membership fee
Region X ~ U18 ~ no charge
Region X ~ U21 ~ £5 National charge + club membership fee.
Region X ~ Senior ~ £5 National charge + club memebrship fee.
Example 2
Region Y runs U16 and U18 leagues
Club D runs U16 team
Club E runs U18 team
Region Z runs U21 and Senior Leagues
Club F runs U21 team
Club G runs Senior team

To reward clubs and regions for good practice and development.
The club who wins the National Finals has an automatic entry in to the following
years National Finals at that age group. The club must be participating in a
BIPHA league at that age group and the players must meet the criteria of 4.2,
4.3, 4.4 and 4.5 to be eligble to to participate along with the agr group rules.
Members of the reigning champion team who are no longer eligble to play the age
group title being defended are not permitted to participate.
The region to which the club belongs in the year the club defends their title
will receive their allocation for the National Finals plus 1 place for the
reigning Champion club at that age group.

Add 4.14
Players who play for another European/The Americas/Oceania/Asia/Africa league
(playing under CERILH/CIRILH/FIRS rules) will be ineligble to compete within any
BIPHA leagues/Natioanl events at that age group until they are released in
writing by the European/The Americas//Oceania/Asia/Africa league.
Players who choose to play for another?????? European/The Americas/Oceania/Asia/Africa league will be deemed to no longer have membership of any BIPHA leagues/National events at that age group, however, subject to the player having registered to BIPHA prior to leaving the UK,membership will continue for training purpose in the UK. Any player who wishes to resume/begin playing in that age group within any BIPHA league/National event must provide the National Secretary/National Membership Secretary with all relevant documents and fees prior to midnight 1st February of the BIPHA calendar season.
Relevant documents include, but are not limited to, signed release form/letter, confirmation of no outstanding debts to the league/club/team, payment of BIPHA membership fees and regional fees along with a BIPHA membership application form (if applicable) and confirmation that any relevant transfer charges have been settled. Failure to provide the relevant documents, satisfying the transfer arrangements, will result inBIPHA NEC applying byelaws 4.2,4.3 and or 4.4 and in the event of new members 4.5.

Add 5.3
Players must represent the region to which they are registered to by virtue of
their primary club at Superleagu unless a written agreement between two regions
releasing a complete team has been lodged with the National Secretary.
Complete teams can only be released from their playing region if their
geographical region does not provide an age group for the team to play in.
This agreement should be signed by both Regional Chairpersons and sent to the National Secretary no later than 31 days after the start of each season or 6 weeks prior to the first Superleague event, regardless of age group, whichever is the earlier. No exceptions will be permitted.
Failure to provide this form will result in players being region bound by age at Superleague. In the event of a dispute NEC Officers who are not involved with either region will make a final decision.
Please note that once a team has been released from a region to represent another region at Superleague, no individual players may trial or represent their registered region or any other region.

For league competitions, points shall be awarded as follows:
Two points to the game winner
One point for a tie game
Zero points to the loser
Minus 2 points for a forfeit
(a) In compiling the results of pool play, games within the the pool that finish
tied, shall remain tied and points for each game awarded as follows:
(b) The placement of teams within each pool shall be according to the most
number of points accumalated in round robin play. If afetr addition of points,
two aor more teams are determined to possess an equal amount of points during
pool play, the teams position is determined as follows:
(c) The victor of the head to head competition in the round robin shall be
awarded the higher placement position:
(d) If a tie still results, the team with the lowest toatl number of goals
allowed for the entire play-off round ahall be used to determine position for
the tied teams.
(e) If a tie still remains, the lowest toatl of goals allowed in common wins
among the tied teams, during all games in the group competition, will determine
the group positions.
(f) If a tie still results, the highest total of goals scored in common losses
among the tied teams will detrmine their positions.
(g) If teams are still tied after applying the above criteria, a shoot out will
take place as defined in Rule 73(f)
